Also, apply the budget impulse technique to measure both the marginal contribution of the budget in global demand. As well as the cyclical impulse, be it neutral, expansive or depressive on economic activity, for seven states in northern Mexico. Finally, the results of the fiscal impulse policy in the behavior of the economic cycle are interpreted from annual time series and quarterly time series in the seven northern states of Mexico, in the main phases of the economic cycle. To effect, to demonstrate whether or not procyclical or countercyclical state fiscal policies are applied in the different phases of the economic cycle, paying special attention to the contractionary phases of economic activity. El objetivo del presente artículo, consiste en realizar una revisión histórica de los principales estudios que se han realizado para cuantificar el impulso o impacto de la política fiscal en la actividad económica. Asimismo, aplicar la técnica de impulso presupuestario para medir tanto la contribución marginal del presupuesto en la demanda global, como también el impuso cíclico, sea este de carácter neutral, expansivo o depresivo sobre la actividad económica, para siete entidades federativas del norte de México. Por último, se interpretan los resultados de la política de impulso fiscal en el comportamiento del ciclo económico a partir de series de tiempo anuales y de series de tiempo trimestrales en los siete estados del norte de México, en las principales fases del ciclo económico. Para efecto de demostrar si se aplican o no, políticas fiscales estatales procíclicas o anticíclicas en las distintas fases del ciclo económico, poniendo especial atención en las fases contractivas de la actividad económica.
