Résumé:The objective of this article is to analyze the problems of the citizen perception in the health and economic environment generated in Hermosillo, Sonora and caused by the COVID-19 epidemic in the last year. An analysis of the legal framework of the municipalities is made, starting from the Constitution, federal and municipal laws; and also the indicators of the health and economic sectors where the consequences of the pandemic were mostly impacted. Within the results, we can share in the health context the ISSSTESON, was the institution with the highest increase in its medical personnel in 2020, regarding satisfaction with the attention and medical service in general, the IMSS obtained a general average of 8.1 and the private medical service obtained an average of 8.8. In the economic context, the GDP in Sonora decreased with an average economic decrease rate of -5.7%. The accumulated annual inflation during 2020 was 3.5% with an increase of 1.3 percentage points over the previous year.
