The proposal was based on a non-experimental study and a non-probabilistic sample selection of 100 students from a public university. Based on a structural model, it was found that Internet users perceive risks and affect media perception and perception social on the perception of risk events, although there are lines of research concerning the mediation of such dependency relationships. Los estudios de percepción de riesgo, en relación a la gobernanza de eventos de riesgo, han avanzado hacia un sistema de gestión, producción y transferencia de conocimiento enfocado en el impacto de los medios de comunicación en las audiencias y eventualmente en los líderes de las instituciones de Protección Civil, pero la ausencia de investigación alentó el presente trabajo para establecer la confiabilidad y validez de un instrumento. La propuesta se basó en un estudio no experimental y una selección muestral no probabilística de 100 estudiantes de una universidad pública. A partir de un modelo estructural, se encontró que los internautas perciben los riesgos y afectan la percepción de los medios y la percepción social sobre la percepción de los eventos de riesgo, aunque existen líneas de investigación sobre la mediación de dichas relaciones de dependencia.
