Résumé:We are besieged, not by soldiers, but by a virus, both in our representative political systems and fundamental rights. This also affects the territorial cohesion of nations, which conditions the functioning of the capitals of each State. Therefore, this paper analyzes how the management of a health crisis in Madrid and Mexico City is conditioned through the unique constitutional mechanisms of each country. It also reviews how these affect their territorial model, based on the socio-economic reality of each of the capitals, which will allow us to analyze whether both entities carried out the appropriate management of the health emergency concerning legal, social, and material resources they had.
