要約:The main objective of this research work is to review the context of the legislative performance evaluation system in Sonora, as well as to analyze the results that occurred with the implementation of said system in the period 2009-2018. There is a persistent criticism of the lack of professionalization of legislators in the federal legislature and local congresses. This situation is not unrelated to the perception of the members of the Sonoran congress. This criticism is based on the fact that deputies lack general preparation in relation to the work they perform. In principle, we see two parts of the same problem; it is stated that the congress presents initiatives of poor quality, and on the other hand that it does not comply with the minimum requirements imposed by the organic law. Derived from this statement, we will focus on analyzing the methodology of the evaluation system, offering the description and analysis of the results.
