Este documento se refiere a los diversos ingresos que pueden obtener los Municipios en México, a la problemática que enfrentan los mas pobres para satisfacer sus presupuestos anuales, sus posibles causas y sugerencias para lograr una mejor distribución de los recursos que generan los municipios no importantes pero que benefician económicamente al que es la capital del Estado u otros que tienen riqueza propia, y con ello esquivar el impacto de la disminución del gasto público federal anunciada por la SHCP para 2017, en términos similares al 2016.
