Within the Northwest Transmission Regional Management (GRTN) of the Federal Electricity Commission, this tool is non-existent, which leads to failures in the personnel evaluation and promotion systems, which is why the objective of this work was to implement a software specially designed as an instrument for the Labor Performance Evaluation process, which allows improving this task in the GRTN, following the requirements stipulated in the Institutional Procedures Manual, this to obtain measurement indicators, performance evaluation and job promotion. A review of the performance evaluation models was carried out, taking the Graphic Scales Method as a basis for the construction of the software. Using the methodology for the analysis and design of information systems, the Labor Performance Evaluation System was developed and implemented. As a result of the implementation, it was possible to effectively determine the promotion factor derived from work performance, to achieve the selection of personnel worthy of the productivity incentive. Contar con un sistema de evaluación del desempeño laboral, así como la adecuada selección del método para llevar a cabo dicha tarea, agiliza las labores de los departamentos de Recursos Humanos. Dentro de la Gerencia Regional de Transmisión Noroeste (GRTN) de Comisión Federal de Electricidad, dicha herramienta es inexistente, lo que propicia fallas en los sistemas de evaluación y promoción del personal, es por esto, que el objetivo de este trabajo fue el de implementar un software diseñado especialmente como instrumento para el proceso de Evaluación del Desempeño Laboral, que permita mejorar dicha tarea en la GRTN, siguiendo los requerimientos estipulados en el Manual Institucional de Procedimientos, esto para obtener indicadores de medición, evaluación de desempeño y promoción laboral. Se realizó una revisión de los modelos de evaluación del desempeño, tomando como base para la construcción del software el Método de Escalas Gráficas. Utilizando la metodología para el análisis y diseño de sistemas de información, se desarrolló e implementó el Sistema de Evaluación del Desempeño Laboral. Como resultado de la implementación, se logró determinar de manera eficaz el factor de promoción derivado del desempeño laboral, para lograr la selección del personal acreedor al incentivo de productividad.
