The article does not discuss existing development theories, but makes a theoretical and quantitative effort to combine development theories with the concept of human security. At the same time, it takes up a measurement of development that, given certain standards, can then be referred to as “development with human security”. In this sense, the objective of the article deals with the construction of an instrument to measure this concept. As can be seen, the case of Sonora is from 2005 to 2020, with advances in certain sectors, but setbacks in others, and this leads to comprehensive development, or development with human security, that registers the same level in that period of time. La medición del desarrollo tradicional suele ser a través de métodos convencionales como, un desarrollo económico medido por el índice de desarrollo humano, o bien por el PIB per cápita; un desarrollo social medido por los índices de pobreza, o acceso a los servicios de salud. El artículo no discute sobre las teorías de desarrollo existentes, pero hace el esfuerzo teórico y cuantitativo de combinar las teorías de desarrollo con el concepto de seguridad humana. A la vez, retoma una medición del desarrollo que dados ciertos estándares se puede entonces hablar de “desarrollo con seguridad humana”. En ese sentido, el objetivo del artículo versa en la construcción de un instrumento en la medición de este concepto. Como se observa, el caso de Sonora es de 2005 a 2020, con avances en ciertos sectores, pero retrocesos en otros, y eso lleva a hacer el desarrollo integral, o desarrollo con seguridad humana, que registre un mismo nivel en ese lapso de tiempo.
