The objective is to analyze the interaction between response capacity, educational technologies, connectivity quality and learning experience from the social, cultural and infrastructure conditions. Through constructionist ontology and a phenomenological approach, we guide our understanding of learning experiences and practices. The results are in line with the literature for the case of Latin America and the Caribbean, a region that during the pandemic showed lags in internet connectivity services. La estrategia educativa a nivel superior durante distanciamiento social por Covid-19 confirmó barreras de comunicación agudizadas por la calidad de conectividad a internet. El objetivo es analizar la interacción entre capacidad de respuesta, tecnologías educativas, calidad de conectividad y experiencia de aprendizaje desde las propias condiciones sociales, culturales e infraestructura. Mediante ontología construccionista y enfoque fenomenológico orientamos nuestra comprensión sobre experiencias y prácticas de aprendizaje. Los resultados se inscriben en el mismo sentido que señala la literatura para el caso de América Latina y el Caribe, región que durante la pandemia evidenció rezagos en los servicios de conectividad a internet.
